I like the concept of a rule based career, don't get me wrong. But rules are very much based on the situation a club is in and that can fluctuate regularly. Champions League brings in money: bigger budgets. Relegation or a couple of anonymous seasons means tighten the belt a bit more. It's never something that remains the same for a longer period of time. Most clubs adjust their budgets and financial options each season, sometimes each half season.
Not one. Since I did a live start and then simulated the last two months (April and May) of the season, the club left the squad in a mess. They let Raul and Muniz walk, both were unwilling to negotiate a new contract once I took over. Those were the only strikers in the squad. We have a 58-rated player coming back from loan who does not have a game face so he might be a generated player. Other than that, Iwobi would be the best bet as a fill in for now. The squad also has a few players requesting transfers, not sure what happened before I arrived but they want out.
I agree with you on the budget and the wages/spending amount changing based on league placement, sales, etc. I actually think that makes the career more fun. Each year, you have to reevaluate the squad, new signings, and whether you want to adjust the wage structure or not. I will not be as strict as Caesar who requires each player to make the same amount as other players with the assigned role (ex. crucial) I make it so all crucial players have to be in the same 'bracket', being with 10% of each other. Below them will be all the important players.
It will take me a year to get the structure and squad set. Then it is just about one in and one out for transfers where needed. Being a PL team, it is easy to spend more than the club would in real life since the money awarded is so much higher in the game.
Though, we will have more exits than I expected this window because of the transfer requests put in..more on that to come.

He just moved and is unavailable to us. I did have him on the scout list. I am waiting to hear back if we were able to get Pepi. I delegated the transfer after assigning values so it is up to the DoF to finish the job now.
Ferguson might be a future one, we will need another striker in the squad next season as well.
